In continuation of my Confidential Despatch of
the 15th. July, I have the honour to inform you that Sir H. de
Sausmarez asked to be excused from expressing an opinion on the subject of the cost of corrying on a Registry of Companies at Shanghai under the China (Companies) Order in Council, since the
matter did not concern him.

I have now been supplied by the courtesy of His
Majesty's Consul-General at Shanghai with a copy of his despatch
dated 21st. May, 1914, in which he placed his views on the subject
before His Britannic Majesty's Minister and I enclose a copy of
the despatch for your information.
It will be observed that Sir Everard Fraser
suggested that work, which forms a very small fraction of the duties of the Registrar of the Supreme Court in Hongkong who is likewise Official Administrator, Official Trustee and Registrar of Companies and whose annual salary for these 4 combined posts is £600 rising
to £720 by £40 triennially with £120 duty pay, should be distribut- -ed among no less than 4 officers at Shanghai at a cost of about
£700 per annum, -
In this connection I desire to point out that
there will remain not less than 230 companies on the Hongkong
Register and that the average annual number of new companies is
estimated
